Disaster Response and Recovery Decis ion Support System Program

In the period from 2023 to 2024, our project focused on providing support for environmental disaster response and recovery. We meticulously curated information and notification lists for personnel involved in environmental disaster prevention and relief. On February 18th, 2023, we distributed these lists to the concerned individuals. Additionally, we updated 425 pieces of relevant domestic and international disaster news on our communication platforms and systems. Our efforts included organizing 10 thematic disaster preparedness notifications. During the activation of the Central Disaster Response Center at level one, we promptly established disaster response teams within the Ministry of Environment and our company. This happened on five occasions, totaling 329 hours. Furthermore, we conducted four hands-on training sessions for the Environmental Disaster Management Information System, with active participation from 139 individuals. We successfully executed a simulation exercise for the multi-hazard disaster online system. This simulation, conducted via video conferencing, allowed real-time communication through LINE groups and customer service hotlines, ensuring smooth completion of the exercise. We held two sessions of the Environmental Protection Disaster Prevention, Response, and Recovery Business Execution Conference, which saw the participation of 161 attendees. Additionally, we organized two seminars on the specialized topics of environmental protection disaster prevention, response, and recovery, attracting a total of 153 participants. The project also developed a Disaster Early Warning Decision Support System this year. To ensure familiarity with the early warning system among environmental protection agencies, the project organized two video training sessions, created system operation manuals, and instructional videos, with a total of 155 participants. In the operational aspect, six field inspections of disaster response resources were conducted from June 13th to June 20th in Kaohsiung City (Department of Environmental Protection, Daliao District, Gangshan District), Tainan City (Department of Environmental Protection, Rende District, Yongkang District), and Yunlin County (Department of Environmental Protection, Beigang Township, Kouhu Township). A comprehensive guideline for disaster preparedness, response, and recovery was developed during this period. The project team also researched and proposed suggestions based on regulations, mechanisms, and measures related to environmental protection in disaster prevention and rescue from Japan, South Korea, and the European Union. On the technical front, we undertook 10 instances of system maintenance. The highlight of our achievements is the development of the Disaster Early Warning Decision Support System. This comprehensive system encompasses a System Management Platform, a Decision Support Map Interface, and a Warehouse Management Platform. The System Management Platform ensures meticulous control over user information, role permissions, and system activity records. The Decision Support Map Interface visually represents various environmental monitoring data and disaster information, serving as a crucial decision-making reference. The Warehouse Management Platform employs dashboards and statistical graphs to offer real-time monitoring and analysis of various environmental disinfection equipment and chemicals. This real-time monitoring enables early warning of environmental disinfection capacity and enhances decision-making efficiency.
